Harden Sampled Values profile inference for live integration

Purpose

Complete the P3A engine-correctness gate before connecting profile intelligence to live capture, PCAP import, SCL binding, and Subscriber UI.

Planned changes

• Prevent MAC-address normalization rules from being applied to svID and dataset identifiers.
• Limit classification confidence according to profile evidence maturity.
• Distinguish traffic-family classification from named-profile detection.
• Make observation accumulation bounded, thread-safe, and snapshot-based.
• Add minimum observation-window quality and explicit fact provenance.
• Separate continuous counters, gaps, duplicates, wraps, out-of-order frames, and resets.
• Add deterministic negative tests for punctuation-sensitive identifiers, sparse evidence, packet loss, duplicate frames, reordering, resets, and rolling-window limits.

No WPF or live-capture integration is included in this pull request.
