FSBrowser and Eventmanager

• Filebrowser, specially for up and download config.json (/edit)
• DEBUG directive added
• EventManager
  -> download EM https://github.com/InnuendoPi/arduino-EventManager into your libs directory
  -> activate #define StopActorsOnSensorError if you want to stop actors on errors by EM
  -> activate #define StopInductionOnSensorError if you want to stop actors on errors by EM
  -> user onErrorInterval for waiting before an event raise up
• Added MQTT publish on actors (EM notification, not yet ready on cbpi side)
• Rework sensor data handling -127 and 85 degrees
  -> init sensor value with default -127 (which means no data or no sensor)
  -> Delay added on iit requestTemperatures
  -> 85C: DS18B20 needs 750ms on reset to receive data
• Merged Pedelas improvements
