Allows companion to send ANON_REQ packets to destination which is not currently in contacts.
contacts[] array now has extra 8 slots, and some of these are now populated with ADV_TYPE_NONE to mark as transient entries which are not persisted or synced to app.
FIRMWARE_VER_CODE bumped to 13, so app can detect that device has this new capability.
