Composer version can be specified only using the PHP_COMPOSER_VERSION environment variable, but currently only Composer 2.8.8 is available for Noble in the SDK storage.
The default Composer version in PhpVersions.cs is 2.6.2, which means builds fail when PHP_COMPOSER_VERSION is not explicitly set to 2.8.8
This change publishes all Composer versions starting from 2.6.2 for Noble (matching the versions already available for Bookworm)
