Detects and removes unused variables in these two files.
Note this also removes the "release" and "setDebugMode" tasks in jakefile -- these do nothing so if we're calling them somewhere we shouldn't bother.
tsconfig is far from passing with no errors -- some type definitions are missing and discovered #27148.
