As titled. It used to be utf-16 and the nuget.org requires a utf8 readme
bash command to check encoding: file -i README.md
updated by Get-Content -Path README.md | Set-Content -Path README-utf8.md -Encoding utf8
then rename README-utf8.md ->README.md
