Bootstrap a new package, using the generator, following Contributing - Step 1

This introduces fluentx, an experimental Design System package being explored by ModeDS as a potential agent‑first foundation for Microsoft products such as SharePoint, OneDrive, and Teams.

The goal of this experiment is to evaluate:

• Whether an agentic design system is a viable option for ODSP products
• Whether performance can be comparable to or better than existing solutions
• Whether Fluent v9 can be gradually extended or replaced in existing applications
