This pull request adds support for building and testing standard (QFT-based) Quantum Phase Estimation (QPE) circuits in the QDK Chemistry library. It introduces a new circuit builder for standard QPE, integrates the corresponding Q# operation, registers the builder in the algorithm registry, and provides a comprehensive set of tests. Additionally, it improves test parametrization for iterative QPE to support both QDK and Qiskit backends.
