Hi,
this PR re-enables HACS support that got broken a while ago.
HACS (https://hacs.xyz/) is the most easy way to install custom components in HA
This PR also adds two new GitHub workflows that check whether the manifest provided are in-line with the guidelines for publishing custom components (once they run I'll open separate issues / PR for what needs fixing)
