Currently depends on napari/napari#8914, but this could be updated to not cross-reference the example gallery.
Description
Adds guidance for how the notification, warning, and logging system are all handled in napari. It's mostly targetted towards information for napari consumers (plugin developers and script writers) BUT I tried to place a brief but valuable contribution in the contributing index.
