arm-gnu-toolchain launches a shell

Greetings everyone, After the initial install of the windows pico toolchain, I am getting a write error during the cloning process from the windows shell "Can't find pico-v1.5.1". Should I be using a different path than my user home path?

- Update repos and samples to SDK 2.2.0 - Update crawler to spoof User-Agent for developer.arm.com - Update tools - Configure make job slots more sensibly - Add zcmp to RISC-V toolchain - Strip binaries in RISC-V toolchain
CMake finds the package in the PATH anyway
Additionally, don't package pico-{examples,extras,playground} with the installer
- Removed pull_request because the workflow runs on PR branch pushes anyway - Added a catch-all branches because it didn't run on branches otherwise, with the tags-ignore.
- Make pico-setup.cmd standalone (no parameter needed for repo dir) - Check OpenOCD and RISC-V binaries as well, with a warning if they are not found - Remove OPENOCD_SCRIPTS env var as OpenOCD can find its own scripts now
With $PSNativeCommandUseErrorActionPreference = $true, we don't need to check $LASTEXITCODE manually.
