The changes added are all good, but the changelog readme states:
You can include
<ISSUES_LIST>in the entry to determine where the list of PR/issue links goes.
This should probably now read something along the lines of
You the entry must include
<ISSUES_LIST>in the first line determine where the list of PR/issue links goes.
