NAS-2897 - Upgrade to 3.10 from IIPC

• Upgraded version to 3.10.0 from IIPC
• To use it in NAS, webarchive-commons needs to be upgraded to 2.0.1.
• Project version updated to 3.10.0-NAS-7.8-SNAPSHOT
• Some classes were in conflict:
  • CrawlJobModel has code not reported in the IIPC repository (from PR#1 and PR#2)
  • ExtractorHTMLTest: some tests had not been reported in the IIPC repository (from PR#3)
  • EngineResource: the commit Gracefull UI Shutdown has been reverted
  • BdbMultipleWorkQueues has code not reported in the IIPC repository (from NAS-2560)
  • AMQPFilteredPublishProcessor doesn't exist in the IIPC repository and seems to be unused.

This version compiles with java 17 and java 21.
