ci(workflows): Add a workflow to autoupdate workflows

• Tested in Talk since beginning of the year and works perfectly fine

Future steps after some more testing in greater variation

• Update readme to hint to this and only recommend the manual flow as a second option
• Create a forum/dev post

That is exactly what this workflow is fixing, it allows patching and re-applies them afterwards:

• Patch in ci(workflows): Skip syncing workflows on stable branches call_summary_bot#225
• New run in https://github.com/nextcloud/call_summary_bot/actions/runs/23787183189
• No changes to workflow files afterwards
