This is the closest I got to a working flutter and dart upgrade and it is only blocked by a broken pub downgrade.
Higher versions are blocked by analyzer 8.0 which is blocked by xml_serializable which if resolved would be blocked by source_gen 3.x (in dynamite).

Once #3194 is merged the xml_serializable part should go away.
If this isn't enough we'd need to wait until dynamite is in a separate repository.
We could also skip the pub_downgrade for now and re enable it later on (last time we discussed this I was against it and would still prefer keeping it on)
