This should address an issue with unsecure additions to PATH, which was causing the builds to fail.
Focal (20.04) has the necessary version of GDAL already available.
Upgrade HPX to 1.5.1 (I think), which seems to resolve the issues with CMake > 3.17

This should address an issue with unsecure additions to PATH, which was causing the builds to fail.
Also add ccache support, which should make our builds a lot faster.
