Reduce CLAUDE.md from 56k to 40k chars by tightening prose, merging short paragraphs, de-duplicating repeated invariants, and collapsing illustrative tables into compact form. No technical facts, CLI commands, key-file references, or invariants removed.

The reduction is verbosity only. Method: merged short paragraphs, removed restated justifications, de-duplicated invariants that were explained two or three times (the credential-pool R1 / Phase 2 fail-closed attribution, the streaming-bypass note, the QUIC paragraphs), and collapsed the architecture scenario table into a compact example line.
No technical content was dropped. All CLI subcommands, key-file lists, schema and migration names, audit action names, cooldown TTLs, and the pool/OAuth invariants are preserved.
Docs only. No code or behavior change.
