Summary: Reverts 1f37c61 to remove the evaluate-mode advisory required-status-checks tier and advisory_checks plumbing. Leaves the active required_checks path and baseline rulesets intact. Verification: advisory grep returned no matches, required_checks grep still reports the active path, and Terraform 1.15.4 fmt, init, validate, and test passed with 54 passed and 0 failed.
