Are you sure we are going to do governance voting in 26.1 and not in e.g. 26.2? I would wait with this PR.

We can do governance voting with In practice as we need to wait for everyone to upgrade the feature version probably won't match the latest release in which governance vote will happen. I can also wait, e.g. until key manager access policy is merged, but am trying to push for finalizing |
