CI: Update actions

Description

Update all first-party and third-party GitHub Actions to their latest version and pin them to a commit hash.

Motivation and Context

An update was overdue, and I want to clear all of the repeated warnings on CI:

Node.js 20 actions are deprecated.

Note that softprops/action-gh-release is the only third-party action that we use on this repo. We can probably replace it with gh release if so inclined.

How Has This Been Tested?

Tested on my fork's CI with a release:
