Enhancement for Terms & Conditions page UI

Rationale for this change

The Terms & Conditions page previously lacked a consistent navbar, footer, and scroll-to-top option. This made navigation less intuitive compared to other AgriTech pages.

What changes are included in this PR?

• Added sticky navbar with logo and navigation links (Home, Dashboard, Blog, Contact).
• Integrated footer with branding, quick links, tools, and social media.
• Implemented universal scroll-to-top button with smooth animation.
• Ensured theme toggle and sparkle cursor remain functional.

Are these changes tested?

Yes:

• Verified navbar and footer render correctly in both dark and light themes.
• Scroll-to-top button appears after scrolling and works smoothly.
• Navigation links and theme toggle function as expected.
