0.9.5: Merge the development branch onto the live branch

I'm creating this draft PR to have a place to log post-release tasks:

• Create a tagged release
• Check that the package schema browser displays correctly (see Update Spanish translations #497 (comment))
• Update commands in mapping template notebook (replace -v 0.9-dev -s with latest)
• Check that tests pass and merge Update config.py for OC4IDS 0.9.5 lib-cove-oc4ids#41
• Release lib-cove-oc4ids, then update it in cove-oc4ids

Before this PR can be merged, the translations in 0.9-dev first need updated per the handbook instructions. PR for that:

@jpmckinney Evelyn confirmed that she is happy for 0.9.5 to be released as-is so if you could review and merge this PR that would be great (after merging #508 with an updated date if needed).

I am happy to do the tasks in the PR description, but equally happy for you to do some of them if you prefer.

Edit: Also noting that PR reviews don't seem to be enforced for 0.9 for some reason.

I think they have never been configured? since 0.x releases are less strict.
