Summary
Adds a "Configure UniOS" button to the home page footer that opens a hidden form for setting the user's university and department, saved as an ID other UniOS apps can read. Closes #15.
Uses two cascading dropdowns rather than free text, since UniBackpack matches these values exactly when building its software list paths.
