added working_dir to docker compose

When I was trying to build oikb using docker compose, I kept running into the error

oikb-1 | No sync entries found. Create a .oikb.yaml file.

And I could only solve it after adding a working_dir: /app instruction. I think this is mandatory, if the file will live in /app/.oikb.yaml
