Add CatPred integration scaffold

Summary

• add a CatPred method descriptor and subprocess integration scaffold for webKinPred
• wire CatPred runtime paths into local and Docker configuration
• document the CatPred model/runtime placeholder and CPU-oriented integration path

Scope

• initial integration is limited to kcat and Km
• Ki is intentionally left out because it is outside the current webKinPred target model

Verification

• webKinPred can discover CatPred locally
• local adapter smoke tests passed for CatPred kcat
• local adapter smoke tests passed for CatPred Ki on the CatPred side, but Ki is not exposed through the webKinPred method descriptor
• CatPred side compatibility changes are tracked separately in Add webKinPred adapter for local CatPred inference maranasgroup/CatPred#37
