- .github/CODEOWNERS — route CTS PRs to maintainers. - README: add a "Contributing" section with the local pre-PR check list (make test + make vectors), a reminder that new conformance checks need matching test vectors in openagp/spec, and pointers to the org-level CONTRIBUTING and SUPPORT docs.
