feat(schemas): add actor.json registry-entry schema#8

Adds the signed registry-entry schema (vendor/plane/customer) that registry/actors/*.json validate against, and lists it in the schemas README. Follows the house no-additionalProperties convention so v0.2 can add fields additively. Addresses the schema half of #2.
