Replaced SAI_NEXT_HOP_GROUP_MEMBER_PROTECTION_ROLE_FAILED & SAI_NEXT_HOP_GROUP_MEMBER_PROTECTION_ROLE_FORWARDING (these are don't exist) with SAI_NEXT_HOP_GROUP_MEMBER_OBSERVED_ROLE_INACTIVE and SAI_NEXT_HOP_GROUP_MEMBER_OBSERVED_ROLE_ACTIVE.
