Replace the placeholder trick with the release/main branch model from ADR 0012: stable ships from a long-lived release branch (@latest), main publishes -alpha prereleases to @Alpha. Point release.yml at both branches and bump @openedx/frontend-base to the released stable ^1.0.0. Part of openedx#5. Co-Authored-By: Claude <noreply@anthropic.com>

Adopts the
release-branch model from ADR 0012 so this repo can publish its first stable release, replacing theplaceholdertrick. Stable ships from a long-livedreleasebranch (@latest) whilemainpublishes-alphaprereleases to@alpha.Part of #5.
