feat: update codecov settings for coverage requirements

This PR updates Codecov configuration to require overall coverage above 95% and set a threshold for minor drops.

Updates the backend Codecov configuration to enforce a high overall coverage bar while allowing a small tolerance for tiny coverage fluctuations.

Changes:

• Set project (overall) coverage target to 95%.
• Add a small allowed threshold (0.05%) before the overall coverage check fails.
• Keep patch (new/changed code) coverage target at 100% and disable Codecov PR comments.
