Add documentation for the Secret Manager CLI.

Before using the Secret Manager CLI, make sure you have the following installed:

- [**gcloud CLI**](https://cloud.google.com/sdk/gcloud) – Required for authentication with Google Cloud, where CI secrets are stored.

I would add the installation script here, for convenience:
