AGENT-1424: Fix e2e iri tests

• Added a skip check for those tests that cannot be executed within the OpenShift CI (see AGENT-1424: add ABI OVE iso test to run the IRI e2e tests release#73866)
• Added OWNERS file for the IRI e2e test folder

- How to verify it
openshift/release#73866 will pass once this PR will be merged
