CNV-76771: Default to balance-slb for bond uplink

This PR does the following:

• Sets the aggregation mode to balance-slb when bond uplink is selected
• Adds the default OVS interface to the ports list for single interface uplinks
• Fixes issue with resulting yaml when switching between single interface and bond
