NOJIRA: Update AGENTS.md and add CLAUDE.md symlink

Description

Now that we have a bit more context to work with, I've found that adding these into our AGENTS file has gotten claude a bit more focused and doing less searching around for things. Also, since we already have a .claude directory, I linked the AGENTS.md to .claude/CLAUDE.md.

This also sets the stage for a cleaner and more focused docs tree that details more components of the oc-mirror codebase.
