Apply track settings (vel, clr, tone shift, alt) to all phonemizers

• When VEL is set as TrackExp (custum default value), the VC length will change accordingly. Similarly, ALT and SHIFT will also reference TrackExp.
• ALT 2 refers to あ2, and ALT 0 refers to あ. There is no need to check for the existence of あ0. I improved the logic for passing arguments and removed unnecessary checks from each phonemizer.
