Updates the Windows precommit reusable workflow to reduce flaky timeouts when loading PyTorch extensions and to standardize workflow defaults.
Changes:
- Add a job-level
NNCF_EXTENSION_LOAD_TIMEOUTfor the Windows PyTorch CPU job. - Rename the workflow to explicitly include
windowsand promotedefaults.run.shellto workflow scope. - Add a
pull_requesttrigger alongsideworkflow_call.
