JUnit 5 test support for Gitea and Artifactory containers

Pure bill-of-materials for the promptLM platform release train. Anchors Spring Boot 3.5.x and any other PromptLM-wide dependency versions. Consumers import via <scope>import</scope> — no build policy, no plugin configuration. See ADR 0004 in promptLM/promptlm-test-support.

Build-policy parent for promptLM repositories. Extends promptlm-dependencies (inheriting all dependency management) and adds compiler/plugin policy, shared test dependencies, and the dynamic-agent-loading profile. Consumers that already have their own parent should import promptlm-dependencies directly instead. See ADR 0004 in promptLM/promptlm-test-support.

Aggregator for the promptLM platform release-train artifacts. Follows the Spring Boot pattern: a pure BOM (promptlm-dependencies) and a build-policy parent (promptlm-parent) that extends the BOM. See ADR 0004 in promptLM/promptlm-test-support for the design rationale.
