This change updates images that are used for running the containers to newer versions of the images.
For ubuntu and buildpack-deps images, these stay on the 22.04 LTS release, but are bumped to include updates to the images.
For alpine, it is updated to the latest version. Since it does not version things like ubuntu.
For the distroless image, we don't have any version tags, so we just grab the latest. This should be fine, since the image itself is basically empty.
