[SELC-8462] Created a script to initialize the azure ai search onboarding-index

List of Changes

• Created a script to align the new Azure AI Search onboarding index with the onboardings collection in MongoDB.

Motivation and Context

The index is now updated over time by the onboarding CDC process, but this script allows importing all existing onboardings that were created before the update functionality was released in onboarding CDC.
