Add Vue package for paper shaders

• add a new @paper-design/shaders-vue workspace package for Vue and Nuxt consumers
• wire the Vue package into the root workspace and build script
• document usage and export the full shader surface through Vue wrappers

I submitted a pull request a while ago and just wanted to check in. I haven’t seen any feedback or updates yet, so I’m not sure if it’s still under review or if there’s anything I should change or improve.
