Align Code Mint with interface outcomes

Summary

• Removes Code Mint references to Vector/Layer 4 and keeps the relationship one-way from Vector to Code Mint.
• Keeps the Human-AI Interface framing while renaming skills to the current single-hyphen IDs.
• Narrows AWS AI-DLC usage to lightweight audit discipline instead of vendoring or implementing its lifecycle.

Test plan

• Verified no uncommitted changes before push.
• Ran git diff --check and git diff --cached --check before commit.
• Ran git grep to confirm stale Vector/Layer 4/meta-layer references were removed.
• Did not run builds or tests; this repo is documentation/skill source material and AGENTS.md says not to build or run it.
