Adds ai-review.yml as a dual-mode workflow (standalone + callable via workflow_call). Jira project key is auto-detected from the repo's GitHub Autolink settings, with support for an explicit override input. Integrates into brightspot-build.yml as an opt-in job via ai-review: true.
Remove the opt-in ai-review boolean input — the review job now runs unconditionally for all pull request events.
