syscalls: enable getting functions from stack

Description

Adjust GETFROMSTACK to enable passing functions as type.

Motivation and Context

After this change type argument is no longer needed, moreover, easily we can get rid of n argument of GETFROMTYPE. However, I see readability improvement in letting them stay.
