Downgrade Java/Kotlin target to 17 across modules. Bump androidx.activity and Material versions. Remove unused dimens/colors and values-v23 resource files. Refactor theme items to include tools:targetApi for contrast attributes and move windowLightStatusBar into app theme.
Also normalize branch/quote formatting in workflow YAML files and remove an extra trailing blank line
