Please update the version and changelog for please_go so that it gets released (once it is, you'll need another PR in this repo to update tools/BUILD with the new please_go version and release the plugin itself)

Attempting to upgrade please to golang 1.26 in order to upgrade another project to golang 1.26, and it seems that go-rules needs upgrading to 1.26 first, so let's do that
