Fix Typos

Fixes around 30 spelling and grammar errors in the English localization strings. I've listed the keys for each of the corrected strings with a brief summary of what was fixed below.

• cheese_gruyeye: Fix spelling of "Gruyèye" to "Gruyère".
• event_rumor_type1: Changed "towns'" to "town's" since it's singular.
• evo_challenge_orbit_decay_effect: Changed "homeworlds'" to "homeworld's" since it's singular.
• city_temple_desc_evil: Fixed spelling "propogranda" to "propaganda".
• tech_mock_battles_effect: Fix spelling "massacure" to "massacre" and changed "is" to "are" to agree with "battles". Fixes a -> an typo #1496
• tech_reapers_effect: Fixed spelling "harrassing" to "harassing".
• achieve_extinct_beholder_desc: Changed "a Eye-spector" to "an Eye-spector". Fixes massacure -> massacre typo #1495
• achieve_extinct_bombardier_flair: Changed a repeated word "out out" to "out of".
• governor_bureaucrat_desc: Made "bureaucrats" plural.
• gov_trait_dirty_jobs_desc: Fixed spelling "benefical" to "beneficial".
• portal_mech_chassis_hound_desc: Fixed spelling "usualy" to "usually".
• portal_mech_chassis_harpy_desc: Fixed spelling "moble" to "mobile".
• portal_mech_weapon_flesh_desc: Fixed spelling "typicaly" to "typically".
• eden_asphodel_desc: Fixed spelling "mediocracy" to "mediocrity".
• tau_gas2_desc: Changed "it still" to "it's still".
• wiki_faq_q_quantum: Changed "effect" to "affect" since the question is addressing what is influenced.
• wiki_basics_prehistoric_para6: Changed "effect" to "affect" since the text is using it as a verb.
• wiki_trait_effect_instinct: Changed "is" to "are" to agree with "losses".
• wiki_tech_rebar: Changed "is" to "are" to agree with "costs".
• wiki_mechanics_custom_para6: Fixed spelling "taxonimized" to "taxonomized".

• wiki_mechanics_thralls_para6: Changed "tormenters" to "tormentors" to be consistent with the rest of the game.

• wiki_resets_mad_para2: Change repeated "it" to "It is".
• wiki_hell_minion_para5: Fix spelling "minon" to "minion".
• wiki_planet_geology_para1: Change "effect" to "affect" since the word is being used as a verb.
• wiki_events_pet_action_para7: Fix spelling "sucessfully" to "successfully".
• wiki_events_pet_action_para9: Fix spelling "sucessfully" to "successfully".
• wiki_events_progress_intro_para1: Change "these type of events" to just "these events".
• wiki_events_xmas_para1: Change "an special holiday gift" to "a special holiday gift".

Also removes an extraneous "a" in the README's section on adding a new language file and fixes the spelling of "driod" to "droid" in the ARIA text for mining droids.

Added a commit to change 3 occurrences of "decresae" to "decrease" in the aria-labels for buttons decreasing the energy reserved for psychic assault (two such buttons), and psychic finance (one button).
