Update DAP Protocol with new PR

Please review and approve PR on main probe-rs before doing this one. It contains the rationale.

PS. Including updates of dev dependencies to make it easier for future contributions not to run in Prettier issues that were version related. Good for housekeeping in general.

NB.

• I have tested the built extension with new dependencies, etc. against current released probe-rs and all is OK.
• I have not bumped the version number, so this will not trigger a release of the extension. I recommend we wait until after we have update DAP and fixed the release workflows.
