Requires #607 merged first and then this rebased.
This removes https://github.com/Commonjava/cartographer (which is an archived project) and updates Atlas and Galley. Note that I found it tricky to update Galley to the latest (1.21) due to conflicts with o11yphant and weld - given the eventual aim to move to Quarkus this version choice is a compromise until we move.
