This adds the actions from https://github.com/project-ncl/shared-github-actions
Note that the CI will still use Jenkins CI until #615 is merged. Before that, both will run - this will fail and Jenkins will pass. With 615, this should pass and Jenkins will fail. Eventually Jenkins will be removed
