Adds a workspace-level collaboration board backed by a structured JSON schema for goals, todos, blockers, decisions, recommendations, automation refs, skill refs, knowledge candidates, and human work notes.
Replaces the old scratch-pad surface with a collaboration hub that also embeds automation and Agent skill entry points while keeping the legacy standalone entries available.
Adds board IPC persistence, legacy scratch migration, proactive focus/recommendation actions, and an automation-level preference that guides how actively Agent sessions may maintain the board.
Validated with Electron/shared typechecks, the workspace-board manager test, renderer/main/preload builds, and git diff checks.
